Balikpapan is a city in East Kalimantan Propvince. It is located about hundred km from Samarinda the capital city of East Kalimantan. Balikpapan city is bigger than Samarinda. Main airport in East Kalimantan also in Balikpapan. So if you used public airplane you have to landing in Balikpapan then take land transportation to another city, even to Samarinda.
